The two  themes should actually be named High Contrast and High Contrast
Inverse (compare with Universal Settings). Changing the theme in
Appearance should also set the same setting in Universal Settings.

I'd like to suggest that we not set High Contrast themes from Appearance
and instead refer individuals to Universal Access where they can set
contrast and text size for themselves, as well as providing simple
access to other useful accessibility options like Slow Keys or Bounce
Keys.
