Many thanks for looking into this Dustin. I did cat the files as shown
below.

tony@system76:~$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
800000
tony@system76:~$ cat /sys/devices/system/cpu/cpu1/cpufreq/scaling_cur_freq
800000
tony@system76:~$ cat /sys/devices/system/cpu/cpu2/cpufreq/scaling_cur_freq
800000
tony@system76:~$ cat /sys/devices/system/cpu/cpu3/cpufreq/scaling_cur_freq
800000
tony@system76:~$

The value for each cpu is indeed 800 MHz ... as reported by BYOBU :)
I appreciate the explanation and will consider this closed.
