I'd be more comfortable with postponing this merge for P. Does some
package need the newer debhelper, i. e. does this block some update? We
have worked a lot on archive stabilization and FTBFS fixes, and while
minor debhelper versions have a good history of not breaking anything,
I'd rather avoid updating "just because", and only consider it if we
have an actual reason for it.
