Steps to reproduce:
1. Close all windows.
2. Do unity --replace from a console.
3. Wait until all indicators are loaded.
4. Right-click an item in the launcher.

What happens:
A context menu is drawn, but the items is not highlightable or clickable.

What should happen:
The items in the context menu should be highlightable and clickable.

Note:
unity --replace is used for demonstration purposes, but this happens at normal
login too.
