Indeed, the path has changed in NetworkManager, it should now be
/usr/lib/NetworkManager.

I'll test an upgrade process now to try and catch the exact issue; but I
think the upgrade process should have warned you about this and offered
the choice of replacing with the new version, keeping the old, etc. (not
that this doesn't need fixing anyway)
