Vino's port range can't be configured. See this thread:

Use cases for fix:

1) Bob's company or school firewall blocks port 5900, but allows access
on port 80. Bob would like to be able to change vino to run on port 80
so he can access his computer from home.

2) Joe has two computers behind a router, and wants to be able to remote
into both computers. Depending on his router, he may may not be able to
do proper port remapping in the router. Joe would like to have
computer#1 run vino starting on port 5900 as usual, but have computer#2
run vino starting on port 6100.
