Example for launcher bar:
1) Click the right button down on the Firefox launcher - do not release it. A 
menu appears.
2) Move move pointer to "Open new window" option and release the mouse button.

Nothing happens at step 2. The menu remains visible and no selection was
made.

Example for global menu bar (assuming Firefox is the active application):
1) Click the left button down on the "View" option on the global menu bar - do 
not release it. A menu appears.
2) Move the mouse pointer to the "Sidebar" option - still do not release the 
mouse button. A sub-menu appears.
3) Move the mouse pointer to the "Bookmarks" option and release the mouse 
button.
Nothing happens at step 3. The menu remains visible and the bookmarks sidebar 
is not displayed.

Historically, menus under X have always allowed "Click *down* on menu
bar - move mouse to desired option - release mouse".

For example in Firefox under Unity this *does* work:
1) Click the left button down on the "View" option on the global menu bar - do 
not release it. A menu appears.
2) Move the mouse pointer to the "Full Screen" option and release the mouse 
button. The app switches to full screen.

The problem with the global menu bar only seems to affect items on sub-
menus.
