If the ubuntu-doc team doesn't mind, then I don't see why the release
team should either.  Go ahead.

Regarding a regularly changing banner, I think Gary's point is probably
that it would be best for the documentation not to be too strongly
fixated on a particular banner image - i.e. we should regard it as
dynamic content.
