In my situation choosing maximum frequency turned on the fan. Otherwise the computer was way to hoot to use and too cold to start using the fan. I think that not giving that option was a design bug. The smallest frequency? I don't really remeber and I don't have that laptop anymore :-( I think every option should be there.
