Thanks for this report, Jack, and sorry for the slow response. It would not be appropriate to require commercial vendors to use Launchpad as a bug tracker. We're trying to make it much easier for vendors to offer software for Ubuntu. And as great as Launchpad is, most vendors already have a (public or private) bug tracker elsewhere, so requiring them to use Launchpad as well (or instead) would be counterproductive.
