Sorry for re-opening this, but please do a bit of reserch before closing bugs.
As seen on packages.ubuntu.com, xmodmap.* files are found _only_ under 
gnome-applets-data. KDE has _not_ them under any package.
I've two questions:
1) Why the files, if those are gnome-applets files (for which applet?), are 
located under xmodmap directory? Why they shouldn't be located under some 
gnome-related dir?
2) Lets suppose i'm a KDE user and i need to reconfigure my keyboard in a 
script...what should I do? AFAIK xmodmap is the only way of doing so.

Moving those files under xmodmap package seems more rationale to me.
