I talked with Alex Lau about this, who indicated that this is a locale- specific question; zh_CN users want something slightly different from zh_HK, for instance. language-selector has a mechanism for dealing with this, and it's likely that it needs to be updated a little bit. I've asked Alex to provide more information here.
