Got the exact same problem on Dell Inspiron 15R. Touchpad works at login screen only. The key mapped on keyboard for enabling/disabling touchpad is Fn+A dedicated touchpad key.
However, I get notification of touchpad being enabled or disabled even if I only hit touchpad key on keyboard (without holding FN key first).
