I have the same "issue" with 11.10. However, it only happened twice that I didn't have to enter my password, normally I am prompted for it.
I don't know if this is related, but both times when I didn't need it, there were several distribution updates that couldn't be installed for some reason. When this happens, a dialog box appears and asks whether one wants to run a partial update or not. If one chooses yes, a password prompt appears, but it seems to be a gksudo prompt, not the normal polkit dialog (i.e., the entire screen is greyed out). I didn't enter my password there and canceled gksudo instead, which also closes the update-manager.
