It seems that you are  using a software package not provided by the
official Ubuntu repositories, and which is causing the problem you
observe.

Based on your terminal log, I see this:

this is usually caused by mixing and matching packages from Ubuntu and
other similar distributions, more commonly Debian. In this case, your
dependencies.txt file shows that you have debconf version 1.5.36.1. Note
that a failure to load a Python debconf module is the actual cause for
the failure to upgrade, and apparently the Debian package does not
include this module.

debconf 1.5.36.1 comes from Debian (specifically, the "squeeze"
release). The appropriate versions for Ubuntu would be 1.5. 32ubuntu3
(for Ubuntu 10.10) or 1.5.36ubuntu4 (for Ubuntu 11.04).

Regrettably, because of this the Ubuntu project can not support or fix
your particular bug, so I will need to mark this report as Invalid.  I
would advise you to ensure that your system has the version of debconf
provided by Ubuntu and then try your procedure again.
