So the bug seems to be more that nfs-kernel-server may require a real
interface to be up to start, since it does look like it is listening on
:: and 0.0.0.0, which shouldn't need any interfaces, and certainly none
beyond lo. I'll re-title as such and re-assign to nfs-utils.
