Why isn't the submission system requiring vendors to enter a description
in the first place? It seems to me that the package description in the
control file should be generated from text the vendor enters. (And if
the vendor's already packaged it themselves, maybe the submission system
should extract the Description and present it for optional updating.)
If we used text from somewhere else instead, then in five years, the
large majority of packages would have a "Description:" field that wasn't
being used. There might be a good reason for phasing it out, but I don't
think this is it.
