This is likely due to a local change on the system:

Please make sure your install is clean. You can reinstall
network-manager-openvpn like so:
sudo apt-get install --reinstall network-manager-openvpn
You can also verify that /etc/NetworkManager/VPN/nm-openvpn-service.name
doesn't include changes you've made locally.
