The upstream goal is to move that code to gnome-control-center itself,
they just didn't get to it yet.

It's probably better if Xubuntu finds itself another bluetooth indicator
to use, having an old gnome-bluetooth version forked in the archive
seems suboptimal, especially if that means somebody will have to port it
to GTK3 etc. It would also conflict with the current one on different
files and basically mean you can't get xfce and GNOME,Unity working
correctly on the same machine since they would depend on conflicting
binaries
