Actually, it really should work through a proxy. I'm pretty I have used
it in that kind of setup before ;)

Since I don't know the bug number, here's a suggested workaround:

HTTP_PROXY="your proxy" apport-collect 830871

I *think* this is sufficient, provided you're using an http-based proxy
(squid IIRC worked correctly in this way). If it doesn't work, you might
want to set the variable first, and export it :)
