I believe that https://bugs.kde.org/show_bug.cgi?id=277010 is probably related. https://bugs.kde.org/show_bug.cgi?id=224447 might be not or not completely as it appears to involve also other problems of the taskbar. Furthermore it appears to be fixable by the smooth tasks applet which apparently does not fix the main bug.
