I can reliably reproduce this. TEST CASE: 1. Start a session (restarting Unity didn't do the trick). 2. Start gnome-terminal or gedit and maximize it (doesn't matter how, also works with other applications).
RESULT: * The launcher does not reveal (hide mode 2 - "Dodge Window"). I'm not sure how, but it will eventually start working again after some window dragging/maximizing.
