The same happens to me. If I go through System settings and click the User Accounts then the only response is that the settings window closes. First time I came across to this behaviour was after installing fresh Ubuntu 11.10 beta 2 64-bit direct on a partition of PC which I use for 64 bit versions of Ubuntu since 8.04. (It does not mean the failure had not been there before beta 2.)
