Two things are required to get Huawei modems to work on Ubuntu Karmic -
an update to the latest kernel from the Karmic repositories (available
via Update Manager if not already installed) and an update of the
modem's firmware (try your mobile broadband company's website for this).
This fixes most Huawei modems such as the E160, E169 and E220. I'm not
sure about the E172.

Also, official support for Ubuntu 9.10 "Karmic Koala" has ended. If
this problem is still occurring on a more recent version of Ubuntu
please file a new bug and if possible also test on Ubuntu 11.10 "Oneiric
Ocelot". Oneiric beta 2 is available now to make a LiveCD and Oneiric
final is scheduled for release on 13th October 2011 if you want to wait
and make a LiveCD then.
