This is most probably a duplicate of bug 861125. Please follow the instructions there. If you do not see the hp-systray icon any more, do a complete system update (to apply fixes of other bugs concerning hp- systray) and then log out and log in again. Then click the icon and choose "Quit" and in a terminal window run "LIBOVERLAY_SCROLLBAR=0 hp- systray". Now you should be able to open the settings window and also the HP Toolbox by clicking the appropriate menu entries without a crash.
If hp-systray crashes immediately after login, not showing the icon at all, kill all "hp-systray" processes (which are displayed by "ps auxwww | grep hp-systray") and after that, run "LIBOVERLAY_SCROLLBAR=0 hp- systray". Do you get the icon now? Does it stay?
