** Description changed:

  Binary package hint: unity

The "Desktop" placeholder menubar that appears on Unity when no window
is focused has no title. This looks inconsistent, makes harder for the
user to know that a placeholder menubar exists in the first place and
leaves an awkward left gap when the menu is being shown. This could be
solved by simply placing a "Desktop" title there, or maybe "File
Manager" to be consistent with Nautilus.

  Desired solution:

  - When no window is in focus (e.g. after logging in or after closing all
windows), the Ubuntu roundel followed by the word "Desktop" should be
- displayed in the top left of the Top Bar. See attached design
- Ubuntu_Desktop.png
+ displayed in the top left of the Top Bar.

  - There are no window controls ("Buttons") associated with the desktop,
so mousing into the top left of the panel should continue to display "@
  Desktop"

  - The special version of the Nautilus menu for the desktop should be
used when the pointer is over the panel (menu defined in a separate bug)
