I'm regularly receiving these via logcheck:

A port scan tells me it's a windows machine making the requests.
According to this post, it corresponds to certain applications (such as
flash) sending out a DHCPINFORM so they get back network info.

Whether they should do this is questionable, but it's definitely not a
problem fixable in dhcpd.
