Public bug reported: I am not sure that it's not a jokey problem, please reassign it there if it is. I was investigating smearing of the screen on oneiric beta, and enabled fglrx via jokey. It did not affect the problem (must be a compiz problem I suppose), and I disabled fglrx back via jokey. After that, programs that depend on libGL could not start anymore (compiz, unity, ...). I found that there is a number of links in /etc/alternatives, including the libGL one, that point to /usr/lib/fglrx/... while the files are not there. Apparently, the "disable" operation removed the package but did not restore the library alternatives. Enabling the driver again brought the system to life.
