I don't think this is a duplicate of bug #324015.

kino 1.3.4
Recorded video using Cheese 2.32.0 and saved as .ogv file.
Imported this ogv file into kino and kino notices its not DV and asks to import
it.
Imports fine, can edit the video (add fade ins, add text titles etc. no
problem) but PLAYING the video is not possible at normal speed. Hitting the
play button races through the video at warp speed captain! Exporting the
edited video to mpeg produces the expected normal video which can be played in
VLC or totem at normal speed. It seems the problem (which looks like its been
around for awhile) only affects the playing the imported ogv file in kino.
