Currently your system configured to:
suspend after 10 minutes when on battery (configured for your user)
suspend after 30 minutes when on adapter (system default 
/usr/share/glib-2.0/schemas/org.gnome.settings-daemon.plugins.power.gschema.xml)

Is that what you see in "Power Settings" dialog?
Is that the behavior you experience?

Are modifications made by "Power Settings" affects output of following command?
$ for c in `dconf list /org/gnome/settings-daemon/plugins/power/`; do echo -n 
"/org/gnome/settings-daemon/plugins/power/${c}="; dconf read 
/org/gnome/settings-daemon/plugins/power/${c}; done
