Please expand upon your statement, "to be powered on except the monitor." What specifically is leading you to this conclusion?
One possible scenario is (as you seem to be suggesting) that this is just a graphics problem, and that otherwise your machine is functional. Could you try communicating with your machine over the network when it is in this state to see if that is the case? For example, you could try to ping the machine or log in over ssh.
