If you are running a recent version of upstart *outside* the chroot as well, there is support for managing jobs relative to a chroot (https://wiki.ubuntu.com/NattyNarwhal/TechnicalOverviewUpstart). However, this is usually not what you want to do - you normally don't want services being started inside of a chroot.
