My machine has this behavior, and also does the same thing when switching workspaces. When going to another workspace/desktop where the application is located, the application will do an unwanted maximize. The same apps that do this are the ones that will maximize after restoring from being minimized (as with the original post of this bug). Only some applications do this (for example: chromium, thunderbird).
