Public bug reported:

On a recent oneiric install, I am unable to cycle between windows or
between windows within an application. Alt-Tab cycles between
application as expected, but setting keybindings for "Switch windows of
an app directly" or "switch windows of an application"appears to be
unsuccessful. installing compizconfig allows me to switch between
windows directly but the window stack in that plugin does not seem to be
updated according to windows that I've visited recently. Happy to help
with debugging -- to me this is a serious issue, I imagine for others
too. This is on a recent upgrade from Maverick, via natty(briefly).
Thanks for the hlp!
