Public bug reported:

I'm using feisty final on an AMD64 machine with a ATI Radeon Xpress 200M. 
Activating the restricted driver (xorg-driver-fglrx 
(7.1.0-8.34.8+2.6.20.5-15.20)) over the restricted driver menu causes my 
computer to lock after actions like logging out or changing user: Black screen, 
no tty, nothing.
This does not happen without the restricted driver.

After installing the new driver 8.36.5 (April 18th) from the ATI website
following their wiki
http://wiki.cchtml.com/index.php/Ubuntu_Feisty_Installation_Guide
everything works.
