100% reliable method of reproducing on my 10.4 machine:

1) ssh to  localhost
2) start emacs
3) Control-Z
4) Enter, tilde, period (to kill the SSH session)
5) emacs starts spinning and eating memory

The fix was included in 23.2a, but the patch applies cleanly to 23.1 as well.
