Per http://ubuntuforums.org/showpost.php?p=10167074&postcount=7 this can
be worked around by adding

rfkill block bluetooth

to startup applications.

Since both the gnome applet and rfkill use /dev/rfkill the applet should
pick up the disabled state still.
