I suppose it's not a sync, as it's not in Debian. So if you can find an archive admin to review it (I suppose it's quite a large package), no objection for me.
However, the term "tech preview" concerns me a bit. If we release a toolchain package in a stable release, then sooner or later people will use it, and then will get breakage if it changes later on (I didn't want go in oneiric yet for the same reason, FWIW).
