/usr/local/bin shoudl be in $PATH, otherwise local admins could never
provide replacements. Also, by Debian policy programs should be called
without a full path, so that you don't break /usr/local/. As a
consequence, if you put broken stuff into /usr/local/, then you need to
keep both halves, of course, but you can't have one without the other.
