Wow, I had forgotten all about this report. I encountered this behavior three times, so I filed the report. I haven't seen this incorrect behavior in about a week. I'm also not 100% sure I reported this issue to the right package, after reading your response.
To clarify: On the main Unity bar, the far right has a power/gear icon. (Is this not the session menu?) Clicking this icon gives a menu that includes an option for updating the system that can be used as a shortcut to run Update Manager. Normally, this menu item reads "Software Up to Date". When updates have been downloaded, the item changes to "Updates available..." and then returns after updates have been applied. However, from 09/27 to 09/29 the item would instead change to "Restart to complete updates..." in red letters, change the power icon to red, and selecting this menu item would induce a restart. This would occur even after very minor updates that didn't actually require restarting. Applying the updates on 09/29 did not induce the issue, and I haven't seen it since. I can only assume the bug has already been fixed. Thanks for looking all the same, seb128.
