That's right, there is no issue in Unity of this description. I briefly tried the 11.10 beta but I saw only options for Unity and Unity 2D sessions so I can't comment. I could be mistaken but I didn't see an option for a Gnome Classic login with 11.10.
I feel a bit concerned that this aesthetic issue/ bug has possibly been allowed as a compromise to fit the default Ubuntu theme at the expense of us who for the time being prefer Gnome Classic, but I hope that whether or not there is any truth in this the bug will be resolved. I probably don't have the right knowledge to contribute much more to this. I think if you log in to Gnome Classic in 11.04 though you will at least see the related erroneously placed tiled panel background when right-clicking right-hand-side panel icons. I've seen it on four different computers, 64 and 32 bit, several different downloads of the .iso file.
