A first prototype of a debian/ubuntu package of netcf is here (and at http://people.canonical.com/~serge/netcf-0.1.9-package.tar.gz). I converted it to libnl-3.0 because libvirt in ubuntu has been switched to it. Other than that it was quite straightforward.
With this package I'm able to use ncftool to list devices.
