A first prototype of a debian/ubuntu package of netcf is here (and at
http://people.canonical.com/~serge/netcf-0.1.9-package.tar.gz).  I
converted it to libnl-3.0 because libvirt in ubuntu has been switched to
it.  Other than that it was quite straightforward.

With this package I'm able to use ncftool to list devices.  My first
attempt at building libvirt with --with-netcf however, while it built
fine, did not result in virsh iface-list being supported.
