I think I've been able to ascertain that the problem is not with the light-themes package (though they too do have the issues I referred to when used with Gnome Classic). Debian 6 and Ubuntu 10.04 don't have the issue I describe, I've tested this twice with a couple of different themes which don't display right in Ubuntu 11.04, and in Debian and 10.04 all is fine. I wouldn't want the developers to be barking up the wrong tree, especially as it's not a priority bug.
It does seem very odd and random that the menubar's colour scheme of all things is what these panel applets adopt.
