I went to delete the account, and it said that it could not remove the home folder because it did not belong to that user. I checked and it was right, the home folder (and all its contents) belonged to another user!
I deleted it manually and then created that user account again. Everything seems to be working now. To summarise: create new user assigned the wrong ownership to the new user's home folder. Deleting the user, and the home folder, and starting again fixed the problem.
