I have updated the description to explain steps to reproduce. This can
be reproduced 100% of the time.

** Summary changed:

- impossible to close a program when not maximized
+ impossible to close a program when not in focus

** Description changed:

  When a window isn't maximized, the "close-minimize-maximize buttons
  don't appear. It's half a problem for window that can be maximized but
  for those that can't (like System Settings) it's pretty annoing...
  Ctrl+Alt+Q works but it isn't exaclty intuitive...

+ 1. Open a maximized window
+ 2. Open an unmaximized window
+ 3. Attempt to close the maximized window

+ The maximized window can be closed
