I tried blacklisting the toshiba_acpi module and, while it didn't fix the suspend/resume, it didn't break anything. Also, with toshiba_acpi blacklisted, there are more brightness-notches available -- 7 possible brightnesses instead of 5.
Also, the PPA of kernel 3.1 (as suggested during one of the offline discussions I've had about this bug), does seem to let the CPU run at full speed.
