I have a Toshiba Satellite L655 with Ubuntu 11.10. I have had this problem since I had this lapop.
I have been able to fix it manually by compiling the kernel from source, editing the DSDT file. (See http://techinterplay.com/fix-toshiba- battery-issue-linux.html. Unfortunately, I cannot get to this website because of my school's proxy.)
