This is not a bug in postgreql-common. Apparently you (or
backup/restore, or some other package) changed the permissions of the
snakeoil SSL certificate. The permissions should be as follows:

-rw-r----- 1 root ssl-cert 891 2011-08-31 13:11 
/etc/ssl/private/ssl-cert-snakeoil.key
drwxr-x--- 2 root ssl-cert 4096 2011-08-31 13:11 /etc/ssl/private/

Alternatively you can change the PostgreSQL configuration to disable SSL
if you don't need it.
