This might be due to you having some custom library versions in
/usr/local? Can you please give me the output of
ls -l /usr/lib/postgresql/8.4/bin/pg_ctl
ldd /usr/lib/postgresql/8.4/bin/pg_ctl
/usr/lib/postgresql/8.4/bin/pg_ctl --help
