1. You have started synaptic using the terminal or otherwise? Starting
synaptic requires to be started by a privileged user who has sufficient
access. You can start synaptic by using:

sudo synaptic;

2. You cannot find synaptic under System? Usually Synaptic can be found
under System->administration->Synaptic Package manager

As a side note;

Installing applications under ubuntu can be done by using
Applications->add/remove. This will start a graphical package manager.
